[pct-l] Out of Contact Hikers on PCT

Bill it is appreciated, Hopefully it is just technology causing this 
problem, and they are just trecking their way across the trail. I will keep 
calling and see if I can at least track them down at a register point 
anyway, and beyond that just wait for a call or a Spot Check in at some 
point
