Hey there,

I live in the area near the end of Section O. To the best of my knowledge the snow pack there, and all of this area, is only about 50% of normal but still at elevation of over 6000' you'll definitely have snow.  I'm not certain of the cut off between Shasta-Trinity and Lassen, but most of Section O is in the Shasta-T NF. Might I suggest a call to the Mt.Shasta Ranger Station (I find the McCloud station to be not as cordial and/or minimal, if any information): 530-926-4511.
