Maybe somebody knows this - is there "designated wilderness" in a national park, or is the entire park protected and therefore "wilderness" by its park status? Designated wilderness areas in USFS land are created under the 1964 Wilderness law and have to abide by the non-motorized regulations we're talking about in terms of trail maintenance, and non-wilderness USFS lands are naturally open to many uses. But NPS lands may have blanket protection and regulations (perhaps apart from the?developed areas) throughout the park. Obviously the?USFS and the NPS have different guidelines, for better or for worse.
Jim?
