[pct-l] Mill Creek Summit ranger station

I confirmed with Todd at North Fork today; Mill Creek Summit Ranger Station
is officially closed, but there IS WATER at the hose bib at the station.
Also, North Fork Ranger Station DOES HAVE WATER.
