Rafe,
Your stove has 2 speeds.  Off and wide open.  It has to get hot in order to 
vaporize the alcohol.  The hotter it gets, the wilder the flame.  Sounds 
like you have the windscreen too tight and it's reflecting too much heat 
back on the stove.  The offer still stands for the phone call..  You should 
get 2 cups of water to boil in approx 5 minutes on about 3/4 oz of alcohol.
