According to the old adage, "The early bird gets the worm". I wonder,
is that fair to the worm? What's fair depends on your point of view. I
suspect that those in municipalities, who are paying relatively higher
property taxes than those of us on ceptic systems, hold the POV that
*they* are paying for that service via their taxes.
